
BBP was appointed by Dover District Council, SEEDA and Dover Harbour Board to lead a multi-disciplinary team for a feasibility study for Dover Waterfront. Dover Waterfront represents a major regeneration area within Dover offering the potential to create a new ‘transformational' waterside quarter linking back and strengthening Dover's town centre. The brief was to reflect international best practice in terms of design quality and delivery.
The purpose of the study was to test a range of options in terms of development capacities, infrastructure requirements, viability and economic benefits. This was to provide an evidence base to the Core Strategy policies for Dover Waterfront and to provide a framework for landowners to work together to deliver the key opportunity areas. A key component of the work was to assess infrastructure requirements and to devise a funding strategy which provided a basis to secure resources and negotiate contributions. The recommended option was for a regionally significant scale of development of retail, leisure, reisidential uses as part of a wider programme of investment in tourism in Dover and east Kent.
The work was commended by the client group helping Dover gain approval at the Core Strategy EIP. The recommendations are now being actively taken forward through negotiations between landowners and with developers.
