East Kent Spatial Delivery Company
 

The East Kent Spatial Development Company (SDC), has been established as a result of a market failure in the provision of utility infrastructure to a number of development sites in East Kent.  Both public and private sector organizations recognized that a lack of adequate utility infrastructure and capacity was inhibiting the growth of East Kent's indigenous companies as well as the ability to secure inward investment.  BBP was appointed to lead a multi-disciplinary team advising a consortium of public sector clients to overcome the difficulties in bringing forward over 500 hectares of development land. The initial stages of the project involved the securing of ERDF, SRB and other grant/loan monies to fund an up-front infrastructure works, after which the utility providers will reimburse the monies to the Company from the connection charges paid by individual users.  These monies will in turn be used to fund the next phase of works, with further reimbursement monies from the utility providers being paid to the Company from connection charges.  In this way, a ‘revolving' mechanism of investment is created, which enables existing, poorly serviced areas to secure sufficient utility capacity to enable development to take place. The model, a unique infrastructure investment initiative, has the potential to be applied to regeneration scenarios across the UK and throughout Europe. Having been instrumental in securing a total of £14.25 million, comprising £6 million ERDF, £2.75 SRB and an anticipated £6 million from 3rd parties, BBP was retained to further refine and administer the multi-dimensional fund.  In addition to opening up tranches of otherwise undevelopable employment land with new utilities infrastructure, the fund has been extended to part finance advance employment premises.  In due course, it is anticipated that the disposal proceeds of these units will revert to the fund to address further areas of identified shortfall.  BBP has managed the tender process for utility providers throughout, from the initial OJEC advertisement, through the appraisal of submissions from interested parties to the selection of preferred bidders.
