Millennium Communities Evaluation Framework
BBP Regeneration worked in association with Colin Warnock Associates, to develop a framework to assess the performance the Millennium Communities (MC) housing development programme and increase awareness of the lessons learned. The MC initiative tests new approaches to house building, with an aim to achieve higher standards of living via high quality urban design and environmental performance, whilst remaining affordable. Seven sites were selected across the country and at the end of 2005 around 700 of a projected 10,000 new homes had been delivered. The new homes are supported by retail, commercial and community facilities. The framework assessed the success of these new approaches and set out a programme of information gathering and dissemination to allow others to benefit. This detailed and challenging assessment required a solid understanding of the objectives of the MC programme, and an in-depth appreciation of land and property markets.
